I have no intention to complete this writing today. However, I would like to park the information here, so I can work on it later on.
Essentially the description of Cyrus the Great and the Ram of the two horns is in the book of Daniel, one of Ketuvim (Kutubun the Books)

Zhul Qarnayn is indeed mentioned in the bible and he is definitely not Alexander the Great (who is not great really).
It seems like there is no disagreement between biblical scholars that the Ram with two horns represent the empire of Cyrus the Great. On the other hand, this empire was destroyed by a sheep.
Ram with big horns are definitely present in Persia, while goat is definitely present in Macedonia or the empire of Alexander the great. One horn goat is not uncommon.
New Information:
It appears that Ibnu Kathir seems to think Alexandar (Iskandar) I was the Zhul Qarnayn and that he made tawaf with Ibrahim a.s. He did not think Alexander the Great (which he called as Alexander II of Macedonia) as the Zhul Qarnayn. Interestingly Alexande I also has two horns on the coin minted during his reign.
Apparently the story of Gog and Magog is mentioned in Alexander Romance (story not romance), where does that story come from?
Apparently the above picture does not belong to Cyrus the Great.
For now, I do not know exactly who is Zhul Qarnayn.
